From signal to decision
Sovereignty Assessment™
Clarity before capital commitment.
Your board needs to know where control is required, which dependencies are acceptable, and which architecture justifies the investment.
The Assessment turns that requirement into a Sovereignty Decision Pack™: what stays, what changes, what must be validated, and what the board should decide next.
- Reuse
- Integrate
- Migrate
- Replace
Preserve sovereign-capable assets first. Existing servers and external storage are subject to technical, contractual and sovereignty qualification.
The outcome may be to proceed, defer, stop, retain the current architecture or pursue another justified route.

Sovereignty Decision Pack™
Not a stack of reports. One pack that brings the evidence and the recommendation together, presented to your leadership in an executive board readout.

A Sovereignty Decision Pack™.
A board pre-read with a control boundary, options, decision economics and an explicit recommendation. Explore an illustrative excerpt.
Sovereignty Decision Pack™
From uncertainty to an agreed next gate.
Example case
Critical enterprise workloads
Evidence maturity
01 / Required controlIllustrative
Define the boundary. Make dependencies visible.
Under your control
What the required boundary says you must control yourself, and can evidence.
Governed shared control
Dependencies you accept knowingly, with agreed governance, visibility and exit terms.
Outside your control
What stays with others: acceptable where it is visible, governed and compatible with your boundary.
Shared or external control is not wrong by definition. The decision is which dependencies are visible, governed and acceptable. Optional federation under explicit governance, never a prerequisite for sovereignty.
02 / OptionsIllustrative
Change only what the required boundary justifies.
01Reuse
Keep assets that can satisfy the required technical, contractual, operational, resilience, support, jurisdictional and governance conditions.
02Integrate
Connect retained systems into the approved architecture while preserving explicit control and dependency boundaries.
03Migrate
Move selected workloads or data where the required control boundary cannot otherwise be met.
04Replace
Replace a component only where reuse and integration are insufficient and the evidence justifies replacement.
These are ordered decision and qualification paths, not products or guaranteed outcomes.
03 / Decision economicsIllustrative
What each option means over five years
- Five-year TCO and investment case, on validated inputs
- The one-time investment, minus the value of servers you already own that qualify for reuse.
- Above a certain scale, ownership can reduce long-term exposure to recurring infrastructure rental. We test the five-year case with your own numbers.
04 / Board decisionIllustrative
The decision path we recommend to your board
01
What must we control?
Which data, systems and decisions must stay within your own authority, and with what evidence.
02
What requires ownership?
Where ownership is the right control mechanism, and where governed control is enough.
03
What can safely remain?
Which systems, servers and storage already meet the boundary and can stay as they are.
04
Which dependencies are acceptable?
Which suppliers, control planes and laws your critical work relies on, and which of those you can accept.
05
What change and investment are justified?
What has to be integrated, moved or replaced, and what that is worth against the dependency it removes.
SOVEREIGNTY RESERVE™
Keep the cloud. Own the exit.
When the decision requires owned sovereign infrastructure, Sovereignty Reserve™ is the customer-owned option beside your current environment. Keep public cloud where it makes sense, while SIPRONE architects a validated route for qualified workloads to move when provider dependency is no longer acceptable.
We do not ask you to leave the cloud. We make sure you have a qualified route to move what matters.
01
Keep what works
Azure, AWS, Google, SaaS, existing infrastructure and qualified external storage remain where dependency is acceptable.
02
Sovereignty Reserve
Customer-owned infrastructure for controlled compute, storage, private AI and qualified workloads that require an executable exit route. Platform and software rights remain governed by the agreed licence and operating model.
03
Use providers by choice
REUSE → INTEGRATE → MIGRATE → REPLACE only where evidence, economics and board policy justify the move.
A governed route to action
Every gate earns the next commitment.

04
Admission & assurance
If the proposal calls for an FSN™: approve the architecture, investment and available capacity.
Deploy in scope
- 01
Free Sovereignty Readiness Scan
Optional: your own check. It advises whether the paid Assessment is the right next step.
- 02
SIPRONE Review
After your application for the paid Assessment: within two working days, an invitation to the Boardroom Review or a reasoned no. Not every application qualifies.
- 03
Boardroom Review
A free board-level conversation about requirements, expectations and payment terms. Then the agreement.
- 04
Paid Sovereignty Assessment™
After signing and payment as agreed, under NDA: control boundary, reuse, target architecture, sizing, operating model and investment case. It ends in a final judgement and a fitting proposal.
- 05
FSN™ Admission
If the proposal calls for an FSN™: a place in the quarter, subject to strategic fit, board approval and available capacity.
- 06
Deploy and assure
Implement the approved environment, then check it against what was agreed.
- 07
Expand or transfer
Grow capacity and locations, or move operational control to your own team where the agreement provides for it.
Already have an executive mandate? Apply for the Sovereignty Assessment™. SIPRONE assesses every application within two working days; only qualified organisations are invited to a free Boardroom Review.
Paid Sovereignty Assessment™
What the Assessment delivers
From assumptions to an investable sovereignty architecture.
The paid Sovereignty Assessment™ determines where your sovereignty boundary must sit, which workloads belong inside it, what existing infrastructure can be reused, which architecture and operating model fit, and what the change requires in scope and investment.
€17,500 excluding taxes
The Assessment fee is separate from any later implementation investment.
Any implementation that follows
A separate, larger one-off investment
The paid Sovereignty Assessment™ delivers
- Validated information
- Workload and dependency analysis
- Assessment of what can be reused
- Target architecture and sizing
- Five-year TCO methodology
- Recommended decision path
- Concrete investment scope
What is included?
The standard scope of the Assessment is confirmed in writing before the order. Specialist qualification, such as external storage or the control plane and federation of a specific platform, is triggered by the Assessment and scoped separately when it needs full testing or supplier validation. Work outside the standard scope is priced beforehand.
The Assessment is not legal advice, a penetration test, certification or regulator approval.
- What is included in the Sovereignty Assessment™?
- Senior people work out where you are exposed today, whether your equipment is up to it, and what it would cost. You get that as a written plan for your board, with our advice on which route to take. Then we come and present it to your decision-makers.
- Does the Assessment include the final hardware design and quote?
- Where the decision calls for an FSN™, the Decision Pack contains an evidence-backed configuration recommendation and the total investment it requires, including any additional hardware. The final bill of materials, site validation and low-level design are confirmed with your IT team before deployment starts.
- Does an Assessment guarantee FSN™ Admission?
- Completion of the Assessment does not guarantee admission, and the Assessment does not automatically recommend an FSN™. The outcome may be to proceed, defer, stop, retain the current architecture or pursue another justified route. Where an FSN™ is the justified route, admission depends on strategic fit, board approval and the capacity available that quarter.
The €17,500 Assessment comes first and does not include any build. What an implementation costs, an FSN™ included, can only be established responsibly once the decision, the capacity, the reusable infrastructure and the local requirements are known.
Two implementation slots per quarter.
Maximum 2 New FSN™ Admissions Per Quarter
Completion of the Assessment does not guarantee admission. Admission depends on strategic fit, board approval and the capacity available that quarter.

Sovereignty Lifecycle Services
Three moments, three kinds of work. You order what you need, and nothing comes bundled.
Transition
Migration, installation, integration, training and knowledge transfer, so your own people can carry it.
Operate
SCIP® OPS, monitoring, support, running backup and recovery, and support for your own compliance reporting. Each of them only where you order it.
Expand
More capacity, more locations, Private AI and GPU, disaster recovery and extra storage, added inside the profile you already have.
Never bundled, and we never assume you want any of them.
SCIP® OPS service levels
OPS is an axis of its own. You pick a service level for what the work requires, not for the FSN™ profile you chose.
Foundation
For environments where an interruption is inconvenient but not damaging.
Continuity
For environments that have to keep running because other work depends on them.
Critical
For environments where an interruption is visible outside your organisation.
Strategic
For environments under a mandate of their own, with named people and reporting agreed with you.
The response targets and the service window belong to the level you agree and are recorded in your agreement. We never read a service level off your assurance profile.

SIPRONE Sovereign Transfer Program™
A Build-Operate-Transfer pathway for strategic sovereign infrastructure.
Build sovereign capability. Operate it together. Transfer operational control.
01
Build
Requirements, architecture and implementation for the environment your mandate calls for, with your own people involved from the design onward.
02
Operate
We operate it with your team while knowledge, procedures and operating capability are transferred. Monitoring, updates, training and support follow the agreed operating model.
03
Transfer
Operational responsibility can move to your organisation over an agreed period, to the extent supported by the contracted platform edition, licence rights and operating model, after a readiness check.
The program is agreed per engagement and we never promise it in advance. What moves is the ability to operate the environment. Rights to the platform software itself are set out in the agreement and are never assumed.
What our name stands for
Who we are.
SIPRONE is a Dutch company. We build sovereign clouds for governments, regulated companies and critical sectors that need demonstrable control over their critical infrastructure and want to keep it under their own law.
SIPRONE is not just a name. The letters stand for the three things that make digital independence last.
Sovereign Infrastructure
Yours to govern, in your own jurisdiction. Infrastructure ownership, platform rights, support and recurring service costs are defined transparently in your agreement. Designed to support your compliance rules from the start.
Progressive Technology
The platform keeps moving. Release governance, validation, deployment windows and support responsibilities are defined for the service and operating model agreed with you.
Networked Ecosystems
GFSS™ defines how sovereign environments can cooperate under explicit governance. Which federation functions are available is confirmed per deployment.
